Preheat the oven to 375°F (190°C).

In a large skillet, cook the ground beef over medium heat until browned. Drain the excess fat.

Add the onion, bell pepper, and garlic to the skillet. Cook until the vegetables are tender.

Stir in the Tex-Mex seasoning, diced tomatoes, black beans, and corn. Simmer for 5 minutes.

Place 2 tortillas in the bottom of a greased baking dish. Top with half of the beef mixture and sprinkle with cheese. Repeat the layers.

Bake for 20 minutes, or until the cheese is melted and bubbly.

Let the dish rest for 10 minutes before serving.

Garnish with sour cream, fresh cilantro, avocado, and lime wedges.
